I. English summary

In this resolution and essay the concept of power related to anarchism is investigated. A basic principle of anarchism is the negation of authority and all of its power [dominance]. Power in the meaning of dominance is incompatible with anarchism, i.e. economically and/or political/administrative, both broadly defined. Thus, the concepts of worker's and people's power (arbeidermakt, folkemakt) are not anarchist concepts. Significant economic-political power means authoritarian systems, they who have power are superiors in contrast to subordinates; i.e. bureaucracy, oligarchy, ochlarchy (mob rule), polyarchy, economical or political plutarchy, or similar, and not the people. Thus, power [not counterpower] to the people is contradictory, people power and workers' power are oxymorons, and are practically speaking impossible. Thus, any group calling for power to the people (folkemakt, arbeidermakt) is a fraud, and represents authoritarian policy, and often ochlarchy including chaos. But anarchist are not against all other forms of power. Say, anarchists are not against 1. electrical power, 2. firepower of weapons, 3. power in the meaning of strength and influence of the people on decisions, i.e. counterpower against authorities', x-archs', ruling power, and 4. similar.

II. Innledning - Introduction

Det er mye uklarheter og misforståelser omkring maktbegrepet, spesielt relatert til anarkismen, som vi her vil forsøke å rydde opp i. Nøkkelbegreper er autoritet, makt, dominans, myndighet, kraft, styrke, handlekraft, beslutningsevne og -styrke, strukturløshetens tyranni og politisk impotens. Det anarkistiske ideal og anarki av lav grad er det også viktig å skille mellom. Det er forskjeller mellom norsk og engelsk, vanskeligere å uttrykke seg presist på engelsk. Authority, power(s) og strength er begreper som skal dekke de norske begrepene autoritet, makt, myndighet, kraft og styrke, - på engelsk. Da mister man nyanser på engelsk. Vi vil av denne grunn i hovedsak bruke norsk i denne utredningen, men en god del er også på engelsk og noe på fransk. Vi har bl.a. samlet foreliggende resolusjoner om anarkisme og makt allerede vedtatt av Anarkist Internasjonalen, og gjort en konsistent utredning basert på disse resolusjonene. Utredningen skulle derfor rimeligvis være et uttrykk for bred konsensus angående anarkistenes meninger om denne saken.

III. IFA-prinsippene - the IFA principles

1. A degree of anarchy = 100%, i.e. 100% socialism and autonomy, is mainly a theoretical concept, which probably practically never can be reached fully. The complete anarchist ideal is in a way similar to the horizon. When getting closer, another horizon appears. All things may be improved, also plans for the anarchist ideal. These new interpretations must however probably always be based on the IFA principles, i.e. the basic principles of the anarchist social ideal! The IFA principles, rooted back to the 1872 Conference of Saint-Imier in the Swiss Confederation and the decisions made at the Congress of Carrara in Italy, 1968, and adopted at the Congresses of IFA in Carrara 1978 and Oslo in Norway 1982, and later confirmed at the constitutional congress of the Anarchist International (AI), the International Anarchist Congress, i.e. the 5th Anarchist Biennial, arranged by the NAC/IFA/AI in Oslo medio December 1998 (the AI is a broader organization and network than the IFA anarchist federations of some countries in the South and North), are the following, 1-5:

3. English version: The basic principles of anarchism are: The negation of authority and all of its power, hierarchies and juridical laws. Freedom, equality, solidarity, social justice, free contract, free initiative, atheism, antimilitarism, internationalism, decentralism, autonomy and federalism, self management and 'comunismo libertario', i.e. not communism, but libertarian communalism - from each according to ability - to each according to needs. These concepts and principles should be considered all in all, not partially. In general the IFA principles should be interpreted consistent with the axiomatic principles (1) - (10) defining anarchy and anarchism in chapter IV.B. on Economic-political map.

Thus: Freedom, i.e. free people, freedom without damaging the freedom of other people. Federalism without autonomy is not anarchist. Social justice means a) anarchist law and court systems, compatible with the negation of hierarchy, etc., i.e. alternatives to authoritarian juridical laws; and b) antimilitarist corps broadly defined, sufficiently strong to keep order and keep up the balances of strength, as well as stop militarism, intra- and internationally. Generally speaking, antimilitarism is not pacifism...

Et slikt samfunn er negasjonen av autoritet/regjering og all dens makt, hierarkier og juridiske lover. These principles of social ideal anarchism constitute a leading star for anarchism in general, i.e. commune/communist, collectivist and individualist anarchism, as well as social individualist anarchism, practical social anarchy, anarchism and federalism included. To get a correct interpretation of the IFA-principles, the following should be taken into account: The Oslo-Convention, efficiency and fairness, anarchistically interpreted human rights and ethics and the economical political map, and anarchy vs other -archies. The anarchist ideal is defined by 100% socialism and autonomy, minimal income and rank differences, efficiency and fairness, consistent with the IFA- principles. When we sometimes use the words "no hierarchies" when describing the anarchist ideal, it is an approximation. The exact, practical, term is minimal hierarchies, economical and political/administrative, i.e. income- and rank-hierarchies, in an asymptotic approximation to zero hierarchies, when the society developes towards the 100% ideal, remember 1. There is more about the anarchist ideal, principles and practice in chapter III at Economic-political map. The French, the English and the Norwegian versions complement one another and reflect some basic autonomy, and they should be interpreted consistently.

Other anarchist tendencies, eco-anarchism, anarcha-feminism, anarcho-syndicalism, etc., may bee seen as taking care of special forms of co-operations vs coercions, within the four general sectors of the anarchist quadrant on the economical political map. Say, anarchism without feminism, is only patriarchical half-anarchism, etc. However these special tendencies of anarchism should not be expanded towards general systems, because then they may be of a somewhat totalitarian nature, and thus not anarchist.

As an example, if the workers' federations shall run the whole economy and politics, as a public sector monopoly, the system will probably end up very similar to the Soviet Union, and will never achieve, say, efficiency and fairness. Say, when the union is "the boss", where shall a person in conflict with this management seek support. Another workers' federation against the anarcho-syndicalist perhaps? Thus "anarcho-syndicalism" interpreted as a totalitarian system, is not anarchist. However workers' federations managing several factories in private and public sectors, in an anarcho-syndicalist way, may well be anarchist. But not if they run all, or practically all, of the enterprises. If feminism is expanded too much, the system will be matriarchy, i.e. not anarchy. Too much green/eco-anarchism will probably end up in primitivism, archie-society, which is not anarchist. Thus, these anarchist tendencies should just be tendencies, and no more.

Når anarkistene snakker om makt generelt, dvs. untatt i spesielle tilfeller, er det økonomisk og ikke-økonomisk makt, dvs. politisk/administrativ makt generelt definert, som menes. Denne er generelt knyttet til autoritet, og autoritenes makt skal i det anarkistiske ideal, ved 100% anarkigrad, være avskaffet. I anarki av lavere grad skal denne makten være ikke-signifikant, ikke være betydelig. Dette knyttes til en anarkigrad som er > eller = 50%. Når anarkistene snakker om makt, uten adjektiv og uten spesiell kontekst, dvs. snakker om makt rett og slett, er det denne makten, dette maktbegrepet, det refereres til. "This section of the Anarchist International [IWW/AI] was founded/reorganized at the The First Nordic Anarchist Congress 15-17 october 1982 in Oslo, and further developed at later congresses, and it is rooted back to the in Geneva 1866 founded 1st International's i.e. the IWMA - International Workingmen's Association's conference at Saint-Imier, in The Swiss Confederation, 15-16.09.1872. At this conference it was decided an anarchist resolution denouncing all forms of [authoritarian] political power, i.e. political/administrative and economically broadly defined. Also a solidarity and fellowship pact was decided upon by the delegates. The resolution put forward by Michael Bakunin 16.09.1872, under the title "The political action of the proletariate", at the Saint-Imier congress, should not be forgotten. The Anarchist International had meetings several times during the years passing by, first within the framework of the IWMA 1872-77, later related to other international anarchist congresses. "

IV. Makt som dominans - Power as dominance

Angånde makt som dominans m.v. kan en merke seg følgende resolusjon fra AFIN, Anarkistføderasjonen i Norge, hentet fra Nei til Ola Borten Moe som ny Senterpartileder m.v.:

"Anarkistisk kommentar til Sps landsmøte våren 2011. I følge TV2 var partileder Liv Signe Navarsete opptatt av å markere Senterpartiets selvstendighet. Den rødgrønne regjeringen beskriver hun slik: "Jeg synes både Jens og Kristin er utmerkede kolleger og venner. Likevel vil jeg nok definere forholdet vårt mer som et fornuftsekteskap enn et kjærlighetsforhold. I god Senterpartiånd er det ingen tvang inne i bildet. Vi har funnet sammen i et klart definert mål: å skape og dele verdier i hele Norge." Hun understreker at Senterpartiet er et sentrumsparti som kan samarbeide både mot høyre, venstre og i sentrum, og ber sine partifeller om å søke makt og innflytelse på tvers av partiblokker.

"Makt er et uklart begrep som kan bety både a) styrke og handlekraft, spesielt i tilknytning til innflytelse, men også b) dominans - jevnfør f.eks. uttrykket maktmenneske. Makt i anarkistisk teori og praksis er definert som tilfelle b) og man er da generelt og prinsipielt mot makt. Tilfelle a) er forenelig med det frihetlige, mens tilfelle b) signifikant på samfunnsplan er uforenelig med anarkisme og anarki. Vi antar man i Sp her mener makt i betydningen a). Og dersom man utelukker makt i betydningen b) - dominans, å herske dvs. styre betydelig over hodet på folket, ovenifra og ned - så er det Navarsete her gir uttrykk for forenelig med sosial-individualistisk anarkistisk politikk," sier talskvinne M. Solberg for AFIN..."

Tilfelle a) er kompatibelt med sideordnet myndighet, at folket er myndige, signifikant, og har betydelig kontroll, mens tilfelle b) er knyttet til topptung pyramide - overordnet myndighet med makt i betydningen dominans. Anarkisme, også av lav grad, forutsetter et myndig folk i betydelig grad, signifikant: Et folk med betydelig innflytelse og styringskraft relatert til de økonomisk-politiske prosesser, og ikke et umyndig folk.

V. Makt korrumperer - Power corrupts

Social science and history show that power, i.e. economic and/or political/administrative - both broadly defined, corrupts tendencially and totalitarian power, more than 666 per thousand authoritarian degree, corrupts very much toward totally! Corruption is a form of ochlarchy (mob rule broadly defined), see The Oslo Convention. The corruption (ochlarchy) via power is a main reason why anarchists will do away with the power, i.e. economic and/or political/administrative - both broadly defined. The fight against the power of authorities is also closely linked to social justice and security.

VI. Positiv sosial makt - styrkebalanse - asosial og antisosial makt - Positive social power - balance of strength - asocial and antisocial power

"Anarchists are against authorities', i.e. x-archs' (where x can be anything but not 'an'), societal power, i.e. economic and/or political/administrative, a.o.t. because such power corrupts. Such societal power is in reality antisocial and asocial. This does not mean anarchists are against all forms of power. Say, anarchists are in general not against 1. electrical power, 2. firepower of weapons, 3. power in the meaning of strength and influence of the people on decisions, i.e. counterpower against authorities', x-archs', ruling power, and 4. similar.

"Det finnes former for sosial positiv makt - styrkebalanse og sosial kontroll, selvkontroll - som ikke korrumperer, anarkistene kjenner en. "Ingen skal ha makt over andre og alle skal ha makt over sitt eget liv. Med makt over sitt eget liv menes å bestemme over sitt eget liv og også å ha selvkontroll og styrke i forhold til seg selv og sine egne svakheter," sier Anna Quist, i et individualanarkistisk perspektiv. På det sosiale planet kan dette videreføres til kampen mot strukturløshetens tyranni og politisk impotens fra folkets side. Strukturløshetens tyranni kan også sies å uttrykke en avmakts-situasjon, som det altså går an å overvinne ved signifikant flat organisasjon, dvs. på anarkistisk vis.

En kan forøvrig merke seg at ting som elektrisk kraft og våpens ildkraft på norsk ikke blandes i og sammen med maktbegrepet slik som på engelsk. Man aner en tendens til Orwellsk "1984" nytale omkring maktbegrepet på engelsk, som i mindre grad er til stede på norsk. På engelsk kan man jo tro at når anarkistene sier de er mot makt generelt, så er de også mot elektrisk kraft (electric power) og ildkraft (fire power), men dette er jo langt fra tilfelle. Denne misforståelsen oppstår ikke på norsk.

Det nærmeste man kommer uttrykket myndig, tilknyttet myndige personer og et myndig folk, på engelsk, er 'empower'. 'Empower' betyr imidlertid både "bemyndige, gi fullmakt, dyktiggjøre og sette i stand til" og forutsetter i hovedsak en autoritet eller overordnet i utganspunktet. Bare unntaksvis kan "dyktiggjøre og sette i stand til" og således 'empowered' knyttes til myndighet og myndige personer innenfor en selforvaltnings- og selvstyre-kontekst. Det er altså vanskelig å uttrykke anarkistiske forhold og sammenhenger på engelsk. Det går lettere på norsk. Når man på www.anarchy.no på engelsk snakker om f.eks. 'empowered workers" er det myndige arbeidere som menes. Denne uklarheten på engelsk i retning Orwellsk "1984" nytale må man leve med, så lenge ikke nye ord og/eller definisjoner, som dekker den anarkistiske meningen, er innført på engelsk.

Dette gjelder mange ord og uttrykk på engelsk, som altså er veldig preget av Orwellsk "1984" nytale. Man kan tale om autoritær definisjonsmakt i denne sammenheng, som altså i stor grad er til stede i engelsk, og i mindre grad i norsk. Denne autoritære definisjonsmakten bør avskaffes og klare begreper som bedre kan uttrykke reelle anarkistiske og frihetlige sammenhenger og forhold innføres. "Generally, all societies need organized security and defense for mutual protection and safety of the people, both intrasocietal as well as intersocietal security and defense matters, i.e. within a country and between different societies. In a worldwide, ideal anarchist society this could be, and should be, done at a very low cost and probably without significant arms and fatal weapons. The principle of antimilitarism is however not restricted to the case of global anarchism.

The organized security and defense is completely antimilitarist, i.e. it has zero degree of militarism, mainly if and only if a) it gives a reasonable safety, i.e. balance and stability of strength, at a minimum of economical and political expencs, if necesssary based on alliances of different kinds, and b) it is organized as far as possible in a libertarian way, i.e. as cooperative anarchist militias, federalist and autonomist, without [significant] superiors and subordinates - and with equal, solidaric particiapation from all members of the society, and an equal and just sharing of the costs and burdens as well as the safety benefits, i.e. mutual protection.

Mainly the condition a) gives a reasonable safety against militarism in an intersocietal perspective, i.e. one society's power over others. The latter, b), mainly secures against militarism in an intrasocietal perspective, i.e. power of one class of people over others within the society. Thus, antimilitarist defense and security organization - although if necessary heavily armed and with great striking efficiency - is totally without power [i.e. in the meaning of dominance]. In other words, antimilitarism implies external as well as internal balance and stability of strength, and no dominance.

The degree of antimilitarism, i.e. 100% - the degree of militarism, is mainly a question of balance and stability of strength, both in inter and intrasocietal perspective. Unbalance means domination and power of some people or societies over others. But antimilitarism is also a question of reducing the immense arms budgets all over the world. Thus, antimilitarism means to work and fight for balance and stability of strength and mutual disarmament in an inter as well as intrasocietal perspective.

And thus, the optimal antimilitarist policy and tactics must vary depending on the strategical environment, the concrete situation. The anarchists' fight for antimilitarism must also be coordinated to the general fight for anarchism. Antimilitarist actions must take into account the full consequences and reality in general. To get better results and achieve our libertarian, and antimilitarist aims as far as possible, we must know exactly where we stand today, find the best road ahead and plan the dynamics of the action.

It should be noticed that pacifism - in the meaning of onesided, unbalanced disarmament - is contradictory to antimilitarism. This is so mainly because it does not take sufficiently into account the strategic environment and the intersocietal perspective of antimilitarism. On the other hand, armed resistance, except in self defense against militarist assault, is also completly inconsistent with antimilitarism. Anarchism is antimilitarism, and neither pacifism nor terrorism." From Antimilitarism - an anarchist approach - IJA 2 (38).

VII. Folkemakt - arbeidermakt - selvmotsigelser - People power - workers' power - oxymorons

Resolution from The International Anarchist Tribunal - International Branch of the Anarchist Press Tribunal: "Mentioning syndicalism, broadly defined, revolutionary or reformist, there are different political tendencies related to the Economic-political map, i.e. anarchist, marxist (state-socialist), liberal, or populist and fascist. Some labor organizations may include several political tendencies. Anarchism and anarchosyndicalism mean coordination on equal footing, without superiors and subordinates, i.e. horizontal organization and cooperation without coercion, practically or ideally. To put it simple: Negation de l'autorite et de tout povoir.

Thus, the concepts of worker's and people's power (arbeidermakt, folkemakt) are not anarchist concepts.
